The main problem with black deck is that its downside greatly decreases the usability of its upside. Until you have 6 jokers, black deck is a direct downgrade from every other deck in the game, and a punishing downgrade at that. Once you get 6 jokers it's a pretty powerful upside, but the issue is the reduced economy from the decreased hand count makes it even harder to get to 6 jokers than other decks, making the deck even more frustrating to play.
The idea of starting with two judgements is that, it's a "cushion" for the early game. You still have a tighter economy, but the two jokers at the start can give you a scoring or econ boost that can help you reach the six joker game state. Also starting with two jokers obviously matches the theme of black deck :P
