This deck has only 3 suits, which ones is randomly chosen each run.
No 10s
All hands are debuffed to LVL 0, scoring no chips and mult, except for Straight, Straight Flush, 3oak, 4oak and Pair. (even the secret ones)
The LVL 0 ones can still be upgraded with Planets though.

Possible in-game description:

All 10s and one random suit is missing.
Some hands are stronger than others.

Maybe:
Would be nice if it was 3 suits times 4 even, but that would be a very big deck. A big deck is not part of the existing decks though and with only 3 suits and multiples of every card has it's own pros and cons in regards to deckfixing.
It could also just have normal LVL 1 in all hands but the above noted one start at LVL 2 or even a bit higher.

The shape of the deck and the state of the hands are literally the only thing special.
But the level of the hands can also start at 1 normally. I added that as a "maybe" to the description

You shouldn't need outside info to understand the game, anything that isn't communicated explicitly is still assumable because of game standards.

This isn't the same, even if the idea itself is neat

I think to be more in the spirit of Mahjong (I'm guessing based on Riichi Mahjong, since that's what I'm familiar with) Two Pair should be allowed (Chiitoitsu my beloved), with an additional rule of being able to play 3 Card Straight Flushes that aree scored as Straights, and here's my idea for some better wording.
All 10s and one random suit are missing.
Hands start at different levels.
3 card Straight Flushes can be played and scored as Straights.

So in Riichi, you make a 14 card hand that 3 sets and 1 pair (with some exceptions), hence the 3 card straight thing, with 4oaks only kind of being a thing, but mostly being treated as 3oak. There is one special hand that is instead made of 7 pairs, hence my considering of Two Pair. I think the secret hands should be Lvl 1 because you can't see them from the beginning, so it would feel bad to have to play a Lvl 0 hand to unlock it. Not saying either of our interpretations are right or wrong, just explaining mine and what I think should be tweaked about yours (the secret hands).

Oh the 7 pairs is also in trad. chinese Mahjong, yeah. But it's a special hand like 13 Orphans, I didn't want to put that kinda nonsense in here since it's a niche thing.
But you do have a good point with the secret hands not being visible!
