Tbh, I also think Tier 3 Vouchers shouldn't be a thing for base Balatro. For designing around Ante 8, you're so unlikely to see them they are practically pointless, since unlike Legendary Jokers where you need little to no set-up to receive the benefit, for beyond Tier 2 vouchers, you need to obtain two previous vouchers, and as such have wanted to take them while available. If you really want Vouchers beyond Tier 2, mods have done that.
