Based on the jester from the opera of the same name, who believes he is cursed. The effect probably needs some rewording but here is the idea:
Whenever a probability fails, gains Chips equal to the denominator of the probability. (Starts at +0 Chips)
So a played Lucky Card that misses both triggers would cause Rigoletto to gain +20 Chips.
Edit: Due to feedback of this not being anywhere string enough, I suggest the following alternate versions revision.
For each probability that fails, gain +Mult equal to the denominator of the probability.
Self explanatory, same as above but +Mult instead of Chips
If played hand is a single Queen and you have a Negative Joker, destroy it and a random Negative Joker, and create a random Negative Joker.
Based on the fact he indirectly results in his daughters death.
