Only way it won't be that way is if division or subtraction (÷mult or -mult) is added to the game
They score identically in every case but plasma since no -mult/-chip and ÷mult/÷chip exists..

In fairness, the game is always trying to force you into Mult and XMult because of how useless Chips become late game
And Planet Cards do half the work that Chips do
This seems correct but it is actually a fallacy, although the optimization of multiplication is to have equal numbers, this only matters for addition as the gain it provides to either side is equivalent, multiplication, however is unaffected by the side multiplied by as multiplying by the larger number produces a proportionally larger gain that offsets the loss of optimization.
If you have 40 chips and 4 mult, then the difference between multiplying the chips by two and doing the same to mult is the following:
2 × 40 × 4 or 40 × 4 × 2
Since order is irrelevant in multiplication, both values are 320.
The place where ×chips shines is in on jokers that have card based triggers. This is because these are forced to trigger before other jokers and thus do not multiply the gain in mult from +mult jokers. The issue is that although present, the difference is too subtle to be worth having both ×chips and ×mult.

plasma already averages it out for you so you only want to focus on one angle instead of getting both chips and mult up
Early + mult is useless since chips push the average significantly better
late game you still pivot to x mult like any other deck
