I think this accomplishes a bunch of nothing - you need to take this joker, skip a blind to get a tag, then dig through buffoon packs to get a decent joker to get any value from this. Plus it makes it so the free part of the tags isn't there anymore

This could be crazy overpowered tho. Since it won’t automatically use the tag in shop, you could get a rare then a skip and essentially have a free rare joker without any consequences

That’s too much effort, you need to hold on to this joker, acquire both tags by random chance, and have the buffoon back show up in the shop (or maybe via tag as well). Very low odds for that kind of scenario to occur. So no.
My run would likely be over by the time I get the joker I worked for

$4 or $5 skips theoretically gives you more cash
and imo there is an argument to be made for what's the good in seeing the shop if you don't have money
eg. for black deck I would totally take any money instead of playing the ante 1 small blind
