No for example on hand one you score 4000 then the next hand it becomes 2000 if you don't score then 1000, then 500 and so on

So if you one shot the blind, you still one shot it. But if you don’t score enough, that total score gets halved

Maybe it should be at the start of each hand just to clarify that
Score first (defeat if possible) then half total score
And reword score to “round score”

I mean since the flint halves base and stopwatch halves total
