Unlocked by losing a Run on White Stake difficulty at the 3rd Ante or below 10 times.

Each Run starts at Ante 0. The Hieroglyph Voucher won't show up on the 0th Ante.

Not sure what else to add to this, I think it's pretty self-explanatory.
