If it's too much being a Joker you could make it a Tarot or Spectral card. You could use this when opening a Tarot or Spectral to increase the size of your hand, not just in rounds.

i only went with rare because thats the original cards rarity in ygo

but i think it would be better as a tarot or spectral than a joker the more i think about it

It's effect is not good for any rarity, it has to be more than just drawing 2 cards

Oh wait I made something that could work for this a while ago, "Draw 2 cards into hand before scoring". Would be really effective in decks that have a billion steel cards, but it's situational enough to warrant the rare.
