Should be Uncommon and a 3x in my opinion. 4x is a little much.
Also if I remember correctly getting a Blackjack in Blackjack earns you tirple chips not quadruple so it would make more thematic sense if that was the case.

in practice it's probably going to feel like ride the bus and building pairs because you'l want a bunch of low cards in your deck so you can easily add up to 21.

i would put it at 2.1x mult because it's on the level of seeing double; it really doesn't require that much deck fixing assuming you were already playing the hands that could benefit from it.
