Interesting idea, but the "random" kills it. In the vast majority of games, you'll be playing, on average, 3-4 hand types(and that's being generous). Not only does that mean that theres an over 50% chance it buffs a hand you don't/can't use, but since it's one you're not using, it's probably going to be level 1(level 3 max), meaning you might as well have gotten a random planet card.
That being said, I like the idea of multiplicative scaling for planets. if it was rarer(lets say 5%), i think "upgrade your highest leveled poker hand by 1.25X" would be fair, and a lot more useful and exciting to see
