and more
The Dealer also makes the card packs, although it's unclear if they're produced industrially or if they're spawned

Maybe The Dealer is trying to power the Joker cards, with higher stakes providing more power to them. Maybe The Dealer wants to forge the legendary cards or collect them and form an ultimate Joker. But for some reason, he can't or isn't willing to power them himself, so he makes it seem like fun and games for those who enter into the Balatro Casino, pulling the power/energy/etc. from them instead.
It's a "the house always wins" situation.
