Both upgrade a hand once per round, but burnt joker gives them instantly and targeted without having to sell to get the effect. The discard it uses is a minor drawback in comparison

The egg, a joker with similar effect, is common. You can get it early on and sell it later once you need the space (or keep it for temperance). The thing is you never take egg late game if you have all the jokers you want. But if the egg was rare then you’d likely never have the chance to find it early game

the reason I think it should be a food is because it's designed to be removed

and that's the common trend among food items

Ice cream and popcorn degrade over time, Seltzer is limited use, Ramen, slowly goes cold if you discard, egg and cola are meant to be sold, yada yada
