just had some fun practising sprites n decided to make a legendary joker
an idea i had for an ambiguous joker i decided to assign to harley:
Increases the level of two random poker hands when a Planet Card is used.
for example, using jupiter would mean another random hard gets levelled; like a nerfed black hole.
maybe, if you wanted it to be totally broken, harley would level up a played poker hand, like a reverse burnt joker.

2 random upgrades, to hands that might never be played is not good enough for a legend
the second idea of played hands getting upgraded avtually feels rather fair (on the worse side of legends but good enough to belong)

It would end up being a 4/4 Space Joker (or that you get and use a High Priestess every hand). Which would be pretty entertaining to use, but for a legendary it is less impressive than the others. Even if it would likely be better than Chicot, Chicot is still a more impressive/unique effect.
Going off of the use of Harlequin in the comedy he is from, he often competes with Pierrot (who appears to be who Canio was designed after, either directly or tangentially)

Harlequin could still be interpreted based on its roots. Harlequin and Pierrot would often compete for a romantic partner, with Pierrot usually losing in the end (which does relate to Canio's story)

In their act, Beppe was Colombina's lover, but Silvio was Nedda's real life lover
So it seems their troupe act and their life in the opera parallel each other, and it seems both follow the route of Pierrot in traditional italian comedies but with a twist

Harlequin is traditionally a multicoloured costume, and what he was most reknown for was his ability to just "break the fourth wall" and sometimes just talk directly to the audience. He's a trickster who cheats figures of power.
If you were to design a legendary joker about him, maybe should be designed around that.

i really like what you're coming up here and wanted to play off both the original suggestion and the cheating figures of power thing - how about this joker levels up the played hand the amount of times you've played a hand containing a face card (so if you've played 5 hands with faces since getting this joker, next hand gets levelled up 5 times)? or, alternatively, it could level up the played hand for the amount of consumables you have, but only if it contains a face card - either way, i think this guy getting permanent gain out of played faces is a cool idea
