My initial thought for why it would be rare is deck mutation into a given rank (especially king) is extremely powerful, though you guys are right that it's probably overzealous to ascribe the effect of a single mutation + destruction to a rare.

Issue is that if you have it be the whole hand that's like 5 kings being generated which is similar in power to ouija without the -1 hand size
