Trade Out - Can Discard cards while opening Arcana and Spectral packs.

Reseal - Can spend Discards to reroll the contents of any Pack.

i mean, it is taking up your discards for the round so it's not free (even once you have bought the vouchers)
and the builds that would benefit the most from tarots/spectrals like to have the discards around

i think spending discards would be too broken even with 2 times discarding, especially the reseal
