This seems weak since there aren’t that many jokers with editions that show up. I suggest “1 in 4 chance to add Foil, Holographic or Polychrome to a random Joker in the shop”

now I decided to look at the ideas a little bit and I consider it a normal economic joker if, for example, it costs $2
