Personally, I feel as though the restrictions are rather loose as in a challenge where you have no theoretical access to jokers you should not have any cards that affect jokers.
Also, I think there is a way to obtain one common joker as the Antimatter and the top-up tag are not removed.

I don't know how this would mess with the balance, but I feel as though it would make the challenge better

if a hand is sufficiently high level you can still win with multiple hands

but yea it shouldnt be possible to get that boss in that challenge
