I'd say you're wrong because it's OP, not because it's "near useless"

I agree the design is bad but adding a Hand and halving Bind scores are very powerful

Green Deck earns interest

#

Nebula gets +1 consumable slot

Painted gets a joker slot

I agree Painted it's weak on but Abstract, Swash, Heart boss

There are a few uses for a zero slot joker

Also I'd say like the challenges this can not appear on certain decks.

a few not many and what about the more abstract "downsides" like erratic decks randomness can be a negative but how would that be negated
