There's a huge amount of Jokers that do nothing on their own? Outside of the already mentioned copy jokers and Swashbuckler, there's also:
- Mime
- Steel Joker
- Pareidolia
- Vampire
- Stone Joker
- Lucky Cat
- Golden Ticket
- Glass Joker
- Oops! All Sixes
- Drivers License
All of these jokers require you to have either alredy put some effort into modifying your deck, or already own other cards that synergize with their effect. This joker is no different from those

My point definitely still stands for Oops!, Mime, and Pareidolia. I feel like while Pareidolia has some incredibly powerful synergies, it doesn't actually have all that many of them, and Oops! I don't think is worth picking up just for the Wheel of Fortune buff.

Okay, I think my main issue is that you seemed really aggressive about the fact that this was worthless on its own and I didn't like your attitude, but after going back through the game I think I honestly have to agree that this specific idea really isn't actually that strong.
If I haven't missed anything, there's only three cards that work with this (Trading Card, DNA, and Burnt Joker), and while those are strong, they're definitely not worth holding onto this joker and hoping one of them comes up.

I don't really know a good way to buff this Joker without introducing an entirely unrelated effect. The effect is kinda interesting if there were more support cards printed for it, but as the game is now this effect wouldn't add much at all.
