This seems like a very minor buff to glass cards, and not worth a joker slot

Even if it reduced the chance to 0, it ultimately wouldn't see much play because it doesn't help you win, it just maintains a resource for later

I might do "glass cards give ×3 mult instead of ×2 but have +1 chance of shattering" but that runs into the issue of you need a lot of glass cards for it to be worth it

Rather than charges, you could probably just do "When a glass card breaks, make a random unenhanced card in your hand glass" so it does whittle down your deck and doesn't need to be a finite amount of times

It's a great concept for a joker. Perhaps when a glass card breaks, it becomes a new glass card of the next lower value (a 6 becomes a 5, etc.). It's still a loss of sorts, but not fatal to the card until a 2 breaks. I use low-value cards for glass anyway, because I don't want my heavy-hitters getting eliminated.
