what I tend to do here for low effort jokers is use GIMP:

1. Open one of the border templates
2. Copy in the image you want and downscale it
3. Change the image to Indexed mode using the Balatro palette (I made one myself but I'm away from my PC this week, I think there might be one out there)
4. Change it back to RGB
5. Clean it up using the Pencil tool with the Pixel brush if you need to
