I think this is due to a change in the generation algorithm, although I did not see this as part of the changes

also this was an obvious change, you can't nerf them to +1 mult, that makes them really bad. +2 mult is too good, so making it uncommon was expected imo
it was pretty easy to stack them to like 40 mult at least, without any reset drawback, which indeed makes them too good to stay common
That's does not sound good though, I'd assume people want to have their seeds play out somewhat similarly no matter the version, otherwise you put effort into optimising a seed, and then a few updates later nobody else can recreate it without downpatching. The only difference I'd expect is that changed joker may not appear when it should have - another joker of the same rarity would appear
Although that might not be possible because of the new joker pool changes, I do hope that this is something that's considered - because I would expect even more rarity changes once 1.0 comes out
And tbh, the RNG changes could be related to the "duplicated seeds" bug/behaviour that Math found recently, and rarity change is completely unrelated

Literally not possible though, as any seeds could already have been inputed and played. guaranteeing every seed stays the same between version basically means the gameplay cannot be changed
