Kinda but probably not, or at least it'll be very difficult and many specific cases will cause issues or possibly crashes.
In a lot of cases, context.blueprint is the only thing that stops copy jokers from trying to be compatible with the joker in question. The catch is twofold. For one, anything could happen if you just bypassed those checks. Second, some other effects (i.e. hand size change, end-of-round payout changes, etc), so you'd need to implement custom logic to account for them.

For bzr pillar I made cards not played that ante be debuffed
However the needle is just only one hand and the water is just no discards, the logical opposites would be unlimited hands/discards but that's not even a remote challenge

depending on if the hand calculated or not it won't register and you'll get put to before you did the hand
