I love jokers like that. I've got some that have a similar concept, of trying to have you gamble your greed. They're fun to play with, though are often quite strong for players that can ignore chasing for even higher values. (Though Wall Street is too strong, due to you being able to just spending all your discards on it for a round, and then sell it without ever playing a hand)
