1. For the VP6... well, I am afraid to touch that board - one of the capacitors blew up right in my face... was replaced, but quite a big spook... and the chipset has been reported to be buggy with IDE and/or RAM - I could confirm.
2. What if you don't have an OS to boot from actual storage? In my case, I could fit a 98 boot disk image and a full set of 95 setup files on just one ZIP-100 disk.
3. Funny you mention an SD card... well, I used a microSD one with a microSD to SD + SD to IDE adapters to install 98. It... sure went for a while.
4. I usually boot my retro machines with HBCD 10.5 on a CD (although 9.9 also works) for the DOS environment + network access so I can copy setup files from my server box.
