"Scalper causes the joker to the right to be considered one rank higher in rarity."
(ie. turns Commons Uncommon, Uncommons Rare, Rares Legendary, no effect of Legendary jokers). This is used to calculate sell value (Swashbuckler, Temperance, etc) and for any jokers that check for rarity (Baseball Card, etc).

Scalper would just assign that joker the base sell value for its rarity, plus whatever modifiers it might have (ie. editions, Gift Card scaling, Egg, etc)
