i wanna change the reduce amounts to like, 5/15/30% so a level 2 drain is actually better than two level 1 drains, but then 5% for level one seems really weak

If your goal is actually learning or getting smarter home schooling is better as school does not care about learning or helping you get smarter but help you prepare to get a job(If your goal is getting a good job then school is better but still fails at it) as in school you are taught to follow specific methods to get grades (being present at school doing homework constantly etc) and depending on your school system even in exams you need to follow specific methods taught to you to get to a result.
And most of the time you spend at school is used to memorize useless information you'll forget when you end up graduating they also don't go in depth on why you are learning methods or subjects therefore the only reason being to get good grades which doesn't help you in learning at all.
Therefore If school wanted to be a good place for making people smarter and making them learn useful stuff It'd need to focus on what each individual wants and help them achieve it throughout studying or make studying help them achieving it in some way.
Also not focusing on not giving useless homework to overwork a student's time which could be used for more useful things like training exercise social activities and physical activities.
Homework is not needed most of the time as you can test If a student's actually learning the subject or is having trouble with something giving them few important questions they could answer easily instead of tens or even hundreds of questions.
