however, the specific way you describe where the number of cards you can play increases but the number of cards scored does not, is - well, you can make it happen, but it's not an Established thing

well one of your mods failed to load then. mods not loading doesnt stop the lovely patches from executing which will break stuff. could be a mod not being updated for latest steamodded or mod conflicts
