Well, another part of it is that I never really play solo Minecraft, just with friends when I run servers. And most of my friends are not mechanically-inclined so tech mods seem intimidating to them. Where Create is more approachable and aesthetically fits with the game. I will also say that I appreciate Create because I have a tendency to just dig a hole in the ground and expand it as I need space, otherwise spending effectively no time on decoration. Create itself looks good even when I do that so it's more motivating to expand the base.
