It's often a shading style that makes images feel very flat, as shading is your tool to add texture to an object outside of the outline. The flatness comes from the fact that the shading is shapeless and implies a light source that's hitting from directly from the front or coming from the inside of the object

Your arms avoid it, mostly. It's at the risk of being pillow shaded, but I'd personally say that the issue there is more that you're using shades that are very close together in big bands of shading, while pixel art often benefits more from a palette with a bit more contrast between each step of shading
