I think it's also design space for effects that are more niche than editions. Editions that don't work on certain jokers because they don't mechanically interact would be major feel bad. But a held item system would make more sense for a design in Kino that'd be 'Can only be equipped to horror jokers. Increase jump scare mult by x0.1 for every time this joker triggered this round', etc

Eh, my take, based on what I've seen Eremel talk about for SMODS as well, for if I'd make something an API mod vs an SMODS PR is very much based on how much design is inherent to the set up. Held items would inherently require the code to address design issues, which I think would make it a bad feature for SMODS. But that's similar to all the Kino features I'd consider turning into API mods. The counter stuff I don't think would really be a good fit for SMODS either
