It's not worth a legendary, I think. The power of a joker like this is entirely based on how hard you've deck fixed. It's a large number of chips, but you need a huge retrigger set up or a very large number of 7s in your deck before this goes from 'probably good' to 'gamebreaking'

I should check to see if I've actually reworked it already, but I had a snow white and the 7 dwarves joker that gave pretty decent xmult if 2's had been scored 7 times, and it wasn't fun to use. The problem I had was that it's a condition that's so harsh that you can't balance around it. You need it to score enough for it to encourage deckfixing for it, but if the score's too high it becomes too boring a choice

But counters will be a pretty present things starting from next version, as I've reworked a bunch of stuff to work with them instead of whatever they did previously.
