Rares don't have to have a huge pool because you'll not see enough of them for repeats to be an issue. Commons need to be a smaller pool so that you can basically aim for specific synergies so that there's at least a semblance of consistency.

part of the issue with vanilla balance is kind of the same issue that custom mtg sets tend to have: well-designed commons are simple and those designs already exist. Only at rare, where complexity is more variable, is there a lot of design space left over. So any ideas you tend to add will not be suitable for common in many cases

because 50% decrease means that only 2 uses set it to 0 all the time
but you will have 2 pinned eternal jokers now
so unless it rises fast it's a bit much
so thats a thing to consider
I think the biggest issue will be finding the right line to walk where risk is an interesting trade-off, rather than discouragement
