the way the filter works is it just has 52 bits where each one is a card in the array of cards in the deck.
each [rank] of [suit] can only be 0 or 1 depending on if its present, so im searching for the seed with the fewest "missing" cards, which means that i'm searching for a seed where it has the least differences compared to a standard deck of cards

so even if there were only 4 cards different, there could still be 17 clubs and 8 aces
