Bosses can definitely repeat during the first 8 antes (by rerolling them enough times)
Your idea of "a list of them and order is shuffled" is correct, but you're missing that once the list is empty, the same list gets recreated and reshuffled -> the same boss can get rerolled really close to itself, and can even be adjacent

If you look at get_new_boss() (located at common_events.lua:2338), the game iterates through how many times you've seen each boss
It then makes a list of all bosses that you've seen the least times (e.g. psychic=2, eye=2, hook=3 -> psychic, eye) and picks a random boss from that list
Effectively, you'll always see every (valid) boss at least one time before seeing any duplicates, ad infinitum

Two notes though:

1. bosses do need to be "eligible", aka adhere to the minimum ante and be or not be a showdown ante 8 boss
2. it looks like the algorithm will start breaking once you've seen every boss 100 times, but that's more of a "there's probably other funky things going on" situation
