Okay so let me clarify. That entire bottom portion of the list is mostly nebulous. Technically speaking yes Full House is worse, however my ranking isn’t based off no context choices. It’s based off of what is most useful in actual play. I’ve found myself playing full house more than 3 OAK. Usually because I end up building towards something like flush 5 or two pair and it just ends up happening. However all 4 of 3 OAK, Straight, Two Pair, and Full House are all equally bad in their own right.
