8 ball - any kind of value generation is bound to be atleast usable, it also synergizes well with deckfixing and retrigger jokers
Astronomer - kind of the same point as 8 ball. Celestial packs are something you usually want to take, which makes this have around the same value as a golden joker on average. The synergy with constellation is also a plus.
Baseball - A lot of the best jokers in the game are uncommon. This makes this joker usually give 2x mult at minimum and can get higher, which is better than it would seem.
Bloodstone - It's far too much of a gamble for an effect that's incompatible with some of the game's better jokers.
Baron - Same point as bloodstone, but far worse.
Bull - Chips are scarce and necessary to score well and this is a good source of them. Planets aren't a guarrantee either.
Banner - works well for eaelygame but 60-90 (haha) chips won't cut it for lategame with how good of a resource discards are.
Business - It's just average as far as value generators go. Not bad but the tier it's in has ancient joker and burnt.
Abstract - Same point as banner, but less costly.
Blue joker - Again, same point as banner but less costly.

in this sense red card contributes as both a scoring (helping you win) joker and as a utility (gives dud packs the ability to still contribute to scoring) joker
helping matters is its +mult per pack skipped, and comparing the overall +mult to its peers, green joker and ride the bus
the latter 2 gain +1 mult per hand; on most decks that is 12 mult per ante; in contrast, red card is +18 mult per ante should you skip all 6 packs per ante
However this +6 mult is often not seen much as a straight upside in terms of mult per ante because rarely do you ever skip every pack in a given ante; in this sense it should be thought of as a buffer to let you weigh what packs to skip and which ones to take, as overall red card has more variance in favor of it gaining mult compared to its peers due to that fact
overall red card simply covers a very solid utility niche of making every pack opened useful whether it be through offering the card you want, or by giving +mult to red card (and it cannot be overstated that a niche like this is Very Good) while also being a good scaling +mult joker in its own right
