straights are much harder to play consistently than two pair, even more so than pairs.
you can play pairs very consistently basically every hand, while you're not going to be playing straights that often which is why the chips : planet argument doesn't apply here necessarily.
if you could play a straight almost every hand then yeah runner would work incredibly well for a straight run, but because it scales so fast per straight it works best in builds that arent focusing on straights (where you dont want straights to be your main scoring hands) as you arent weighing the +15 per hand against the +30 per planet
