Well you should count triggers, you don't balance the jokers you balance the triggers. So the king itself is one trigger, red seal is 2, steel is 3, mime is 4, and the baron is triggered 1 for the king, 2 for the red seal, so it's better to go 3 on baron to make it 5 triggers for baron and 4 for mime
