Canada's system is somewhat similar to the US. I have a class B cdl in the states that is almost the exact same (however to transport passengers, I need a P enhancement and for materials you need a H enhancement)
Getting one is quite a project so unless she has a side hustle doing bus driving or transporting materials there isn't much reason for this
