This is because GENERALLY they both have a downside that much outweighs the upside, so the one that gives you LESS wins. However, I'm arguing that when you WANT to pick a certain voucher because you already have all the jokers/tarots and only want levels on your hands, planet merchant is better, than when you need plain cards for specific use cases.
