The reason parking works differently than the on scoring probabilities is because when you score a card you're guaranteeing that you give the chance each time, but you're not actually triggering the cards held in hand unless the effect goes through

if the card is going to trigger anyway from shoot the moon or raised fist or steel or anything else then you have a guaranteed chance again
