I would heavilly recommend starting to work in 1x1; it's not that working at 2x2 is banned or anything, but it just makes it harder in case you need to make something at the normal resolution. On top of that, you'll avoid accidentally making mixels and just generally improve your pixel art skills
The truth about pixel art is the fact you have to work at a lower resolution, but those limits (along with color palette limitations and such) means you gotta push what you have to get the best out of it
Much like there are fundamentals for normal art, there are key techniques to learn about pixel art like anti-aliasing, dithering, hue shifting, etc. to make the most out of a little
