Like sure if your Joker is literally just another Joker but better/worst that's BAD, but if it's even slightly different...Why not? Balatro has many examples of Jokers that are the same/very similar with just different values or rarities, and those Jokers are worst and better than other Jokers, because that's how the game works.
You don't need to make every Joker unique and very good and worht using and ultra mega special if it doesn't fit.

The problem I see with this is that for normal legendaries, the worst case scenario is it doesn't work with your build (e.g. Yorick for Burglar, Trib/Canio on Abandoned), and then you can always just sell it to get rid of it. With this, if adding this Joker to the shop pool hurts your build, you either have to just do it or be permanently down a Joker slot
