Some people use Aseprite which is a singular-pay program
I personally use Ibis Paint X, a free mobile app

To make specifically pixel art in ibis paint you kinda have to think about some things first to make it work though 🧍

Oh also to avoid watching ads to use the pixel brush, use the digital pen on the smallest size, literally the exact same thing but not gatekept

i think its better to try and design the effect first which a lot of people probably do
