I've actually toyed with the concept. My idea was that they take away chips, but add card selection value, as a reference to the D&DG negative ranks which follow a similar principle: Taking away scoring and letting you play more cards (though in D&DG's case, the latter was a function of the former, but of course no one would want to play a card if all it did was take away your scoring).
