I mean, I get it, you don't want it to be overpowered, but you don't always get packs with either hanged or immolate, so on average ~+6 would be the same as red card I think

i chose +3 because of this comparison:

optimal Red Card is +6 Mult, but you're spending lots of money, and missing out on most booster pack value
a great Animal Instinct would be one Hanged Man per round, which is a benefit, and other Jokers / Immolate / Grim / etc. would help too (tradeoff is it's quite hard to consistently get Hanged Men)
