Right, it's tricky to balance, which is why some of the other vouchers have had rewards like +2 hands instead of +1, and the like.

I felt the ability fit "fire sale" better than just handing stuff out for free, especially when a broken economy is more powerful than any individual joker or consumable in the entire game.

Plus since I'm not making a tier 3 overstock, there's no harm in overlap between this and a voucher that won't exist.
