Something that I've found is that any card that upgrades a specific type of hand when played is incredibly strong, and drawbacks don't matter as much for it. They're too consistent. Limiting the hand type may seem like a restriction to make it less powerful, but it just makes it so that it's either a skip or an always-grab-it kinda card
I would say that Straight might be the only hand type where destroying a scoring card is also a notable drawback, considering straights are the hardest to build towards, but as someone making a mod with a bunch of destroy synergy, I've found that destroying's rarely a drawback and mostly a boon
